Operations Research Analysts

**Overview**

GovCIO is currently hiring for a Senior Operations Research Analyst / Data Architect to support database development, data configuration, data analytics, and reporting activities at Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). This role will be responsible for working within an interconnected reporting and analytics team to pull, configure, and analyze data to create real-time metrics, tasking responses, and overall information to support the ICE mission. This will be a fully remote position.

**Responsibilities**

+ Provide effective data management to enable complex analytics from a myriad of systems and software including Oracle, Databricks, AWS, and ServiceNow

+ Ability to align data with data analytic tools such as Power BI, Tableau, and Qlik Dashboards.

+ Facilitate the needs, issues, and challenges faced by the clients; perform gap analysis and recommend solutions and can be enabled within the data systems.

+ Provide trade-off analyses on technical solutions to determine the best tools and methodologies to solve complex data requests.

+ Create project deliverables, including artifacts to ensure adherence to team compliance and quality standards.

+ Use source data to assess the effectiveness of projects and business processes.

+ Work with all team members to analyze changes in requirements and recommend the most expedient solutions in a timely manner.

+ Enable end-user visibility of data and metrics via dashboard creation and metric dissemination

+ Leverage advanced analytic skills to translate complicated issues from multiple information sources into a clear picture for mission leadership.

**Qualifications**

**Requied Skills and Experience:**

+ Bachelor’s Degree

+ 10+ years of experience work (2 years of experience may be removed for a masters degree)

+ 5+ years of experience in data exploration, data cleaning, visualization, and overall data analytics

+ 2+ years of experience in data visualization tools such as Qlik or Tableau

+ 2+ years of experience in distributed data and computing tools including Databricks

+ Strong evidence of Data modeling, mapping data flows and data design.

+ ELT/ETL experience.

+ Ability to translate ICE specific mission needs into practical data elements for analysis.

+ Experience with Master Data Management & Data Quality tools.

+ Excellent data analytic and communication skills.

+ Strong analytical, problem-solving, and organizational abilities.

+ Be flexible to change direction on a moment’s notice while also tracking/executing tasks in progress.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Responsibilities Performs a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems. Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Operations Research Series 1515. BASIC REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus (Operations Research Series 1515). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature. Mastery knowledge of research techniques and concomitant ability to obtain information concerning subject studies to perform sound analyses. Skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality. Ability to identify the significant variables and determine their underlying relationships. Ability to use advanced techniques and the modification and extension of theories, precepts, and practices of operations research and related sciences and disciplines. Hiring Salary Range:

Job Summary:
The Planning Research Analyst, Senior, collects, analyzes, interprets, reports and maintains institutional data for use in decision-making, strategic planning, and support of project initiatives related to institutional effectiveness.
Serves as a subject matter expert in the design and development of data dashboards and the use of databases and data reporting/visualization; conducts complex analyses with broad college-level impact.

Essential Functions:
35% - Data extraction, preparation and visualization – Create and update interactive data views and dashboards using Tableau, Tableau Prep, and complex SQL queries to pull data from multiple relational databases, including the data lake, data warehouses, and other data sources for use by committees, departments, and leaders to inform decision-making. Coordinates with system-level teams on reports/data collection.
25% - Data analysis and reporting – Routinely performs complex, high visible and potentially sensitive research and analysis. Collects, compiles, analyzes, interprets and maintains institutional data for use in key decision-making, strategic planning, and project initiatives, including developing queries to manipulate, clean, and extract data. Composes, reviews, and finalizes original comprehensive and complex documents, reports and visualizations. Manages large-scale and/or complex projects, programs or studies having significant college-wide impact and effect.
25% - Consulting and decision support – Serves as a subject-matter expert by providing professional-level staff support, consultation and assistance to college committees, advisory groups, departments or leaders which may include performing research, authoring documents, making presentations and providing technical assistance. Serve on and support efforts of college committees, task forces, and work groups. Anticipate data and decision support needs of college stakeholders. Performs work to support and advance the mission of the college.
15% - Designs, conducts, and analyzes data from surveys and focus groups. Create data visualizations to share survey and focus group results. Performs other duties as assigned.

Minimum Qualifications:
Bachelor’s Degree from a regionally accredited institution in business statistics, educational studies, business administration or directly related field and four (4) full-time equivalent years of professional-level experience in research and analysis that includes responsibility for coordinating projects and programs. Two years of senior-level or lead experience may be required for some assignments.
OR
An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications:
1. Master's degree in Data/Information Management, Computer Science, Statistics or related area
2. Two (2) years or more experience working with business intelligence software (Tableau, Power BI, etc.)
3. Two (2) years or more experience working with statistical software (SAS, SPSS, R, JASP, etc.)
4. Knowledge and experience with SQL
5. Experience analyzing and presenting complex research results to a diverse audience, either with written reports or verbal presentations
6. Experience using Qualtrics survey platform to design and administer large surveys
7. Two (2) years or more experience conducting institutional research or other data analysis position

• May be required to work at multiple sites or locations
